David Bartlow

As Director, Programs & House Accounts, Dave Bartlow will work with leaders in manufacturing, engineering and technology companies to analyze, plan, execute and evaluate client projects with GENEDGE. He will be responsible for delivering multiple resources, services and partnerships for large-scale program and projects, as well as financial management of the contracts that are executed. His service area includes the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park, and the counties of Arlington, Fairfax, Loudoun and Prince William.

Before joining the GENEDGE team, David founded Pendul Project Management where he worked as President, Consultant, and Program Manager. Previously, he was the Vice President of Programs & Operations for Temeku Technologies (TTi), a Program Manager at L-3 Maritime Systems, as well as an Associate at Booz Allen Hamilton. In addition to these roles, David also served as an Action Officer/Briefer for the Navy Crisis Action Team and a Training Officer/Combat Information Center Officer/Assistant Operations Officer in the USS DOYLE (FFG 39) and USS MCINERNEY (FFG 8) in the U.S. Navy.

David is a graduate of the U.S. Naval Academy and holds Bachelor of Science in Political Science. He also holds a Master of Arts in Homeland Security from American Military University and a Master of Science in Project Management from the George Washington University. David is trained and/or certified in; CMMI Training; PMI – Risk Management Professional (PMI-RMP); LEED Green Associate; Project Management Professional (PMP); and Strategic Architecture/Business Process Modeling.

Bill Donohue

Bill Donohue is the former Executive Director of GENEDGE, concluding a distinguished tenure leading Virginia’s Manufacturing Extension Partnership affiliate. During his years at the helm, Bill guided GENEDGE’s statewide mission to help Virginia’s technology and manufacturing companies innovate, compete, and grow. Under his leadership, GENEDGE expanded its impact across the Commonwealth, supporting sectors that collectively represent more than 12% of Virginia’s GDP.

Bill oversaw a regionally deployed network of consultants dedicated to strengthening the competitiveness of Virginia’s industrial base. His strategic focus emphasized innovation, growth, and reshoring across critical supply chains and emerging industry clusters—including medical devices and PPE, cybersecurity, nuclear shipbuilding, water purification, and advanced manufacturing technologies.

With GENEDGE now in its 33rd year, Bill’s leadership helped position the organization as a trusted public resource for manufacturers and a vital partner in the national NIST Manufacturing Extension Partnership network. As he transitions into retirement, GENEDGE acknowledges Bill’s lasting contributions to strengthening Virginia’s manufacturing ecosystem and advancing the Commonwealth’s economic resilience.

Anthony Cerilli

Anthony (Tony) Cerilli is the MEP Center Director at GENEDGE, where he leads Virginia’s Manufacturing Extension Partnership (MEP) Center and oversees Client Services manufacturing extension services delivered across the Commonwealth. In this role, Tony is focused on helping small and medium-sized manufacturers innovate, compete, and grow through high-impact consulting and technical assistance.

Previously serving as GENEDGE’s Senior Vice President of Client Services, Tony developed and directed a statewide network of practice managers and subject matter experts. He also brings extensive experience from the MEP National Network™, where he served as Director of National Programs, supporting initiatives to strengthen U.S. manufacturing competitiveness.

Tony is a Lean Six Sigma Master Black Belt with a deep background in manufacturing and continuous improvement. Before joining GENEDGE, he held leadership roles in engineering, production, and operations within automotive fuel system manufacturing at Continental AG, Siemens VDO, and Caterpillar. He also worked in Instrumentation and Controls in the nuclear power industry with ComEd and served in nuclear propulsion in the U.S. Navy Submarine Service.

Tony earned a Bachelor of Science in Atmospheric Science from the University at Albany, State University of New York, and pursued graduate studies toward an MBA at the College of William & Mary’s Mason School of Business. His professional development includes Six Sigma Master Black Belt training and certification through BMGI, Lean Manufacturing coursework at the University of Michigan, and completion of the Commonwealth Management Institute.

Teddy Martin

Teddy Martin serves as GENEDGE’s Chief People Officer, leading the organization’s human capital strategy and its growing advocacy efforts. Based at GENEDGE headquarters in Martinsville, Teddy oversees talent development, workforce planning, compliance, and organizational culture, while also supporting external engagement that strengthens GENEDGE’s voice on issues impacting Virginia’s manufacturing community.

In this role, Teddy provides coaching and advisory support to employees, leaders, and trusted third-party associates, fostering a workplace focused on growth, accountability, and continuous improvement. He ensures GENEDGE’s HR processes align with Commonwealth of Virginia, federal, and local requirements and manages the delivery of essential and optional training programs that elevate organizational capability.

Teddy brings more than seven years of progressive human resources experience. His career began at The Results Companies in Martinsville, where he advanced from Assistant Recruiter to Associate Recruiter. He later joined AmeriStaff Employment & Staffing Solutions, overseeing recruiting operations for seven regional offices. Teddy continued his career at Patrick & Henry Community College, serving in roles ranging from HR Benefits Specialist and Business Office Specialist to HR Generalist. His work there contributed meaningfully to the college’s growth and helped strengthen its partnership with GENEDGE.

Teddy is also deeply committed to public education. He has served more than five years on the Henry County School Board and currently serves as President of the Virginia School Boards Association.

He holds a Master of Science in Management and Leadership from Western Governors University, a Bachelor of Science in Interdisciplinary Studies in Elementary Education (PK-6) from Old Dominion University, and an Associate of Arts and Sciences in Business Administration from Patrick & Henry Community College.

Scott Schein

Scott Schein serves as the Executive Director of GENEDGE. In this role, he leads the organization’s strategy, client engagement, and service delivery, working closely with senior leaders across Virginia’s manufacturing, engineering, and technology sectors. Scott oversees a statewide team of business advisors, subject matter experts, and trusted partners to ensure GENEDGE delivers high-impact solutions that strengthen Virginia’s industrial base.

Before becoming Executive Director, Scott served as GENEDGE’s Director of National Network & Supply Chain Programs, where he managed key initiatives within the Manufacturing Extension Partnership National Network™ (MEPNN), including efforts focused on supply chain competitiveness and resilience.

Scott brings more than 23 years of experience in the defense, aerospace, and aviation industries. His prior leadership roles include President of United Equipment Corporation, a mid-market aerospace and defense supplier in Richmond; Director of Strategic Planning and Analysis for Airbus North America’s military business in Herndon; Director of Aerospace and Defense at Highland Capital Management; and Director of Business Development for Honeywell Aerospace’s airframe systems division in Phoenix.

He holds a Bachelor of Science in Aerospace Engineering from the University of Michigan and an MBA in General Management from Georgetown University.

Joshua Dawson, J.D., M.A.

Joshua Dawson is currently the Chief Financial Officer and Business Manager based at GENEDGE headquarters in Martinsville.

This position oversees the Center’s fiscal and administrative activities as well as managing administration of grants and contracts. The Business Manager also coordinates the budget and the operating plan for all offices. Other duties include overseeing the facility security requirements and being informed of new financial reporting requirements within federal, state, and private sectors.

Before coming to GENEDGE, Joshua was employed by Oak Ridge Military Academy where he served as the Director of Finance and General Counsel. Aside from his accounting, finance and legal duties, Joshua also was able to teach a business class for over a year while at the academy.

Joshua is a graduate of Liberty University and holds a Bachelor of Science with Double Major in Business Management and Marketing, a Juris Doctor, and a Master of Science in Accounting. In 2016, he obtained his North Carolina State Bar license.
